Notice is hereby given that a public hearing and meeting will be held on Thursday, June 27, 2024, at the law office of Blakinger Thomas, PC, 28 Penn Square, Lancaster, Pennsylvania, beginning at 10:00 a.m., prevailing time, by the Lancaster Municipal Authority (the “Authority”), concerning the proposed issuance of tax-exempt obligations as qualified 501(c)(3) bonds under the Internal Revenue Code of 1986, as amended (the “Code”), in the maximum aggregate principal amount of Seventy Five Million Dollars ($75,000,000) (the “Obligations”), to finance for the benefit of Garden Spot Village, located at 433 South Kinzer Avenue, New Holland, Pennsylvania 17557 (the “GSV Campus”): (i) the refunding of approximately $55,360,000 of outstanding tax-exempt notes issued by the Lancaster Industrial Development Authority for the benefit of Garden Spot Village in connection with prior capital projects on the GSV Campus; (ii) construction of a new power plant system on the GSV Campus; (iii) alterations, renovations, and additions to the existing skilled nursing facilities on the GSV Campus; (iv) additional capital expenditures on the GSV Campus; and (v) the payment of the costs and expenses of the financing (collectively, the “Project”).  Garden Spot Village will be the initial owner and operator of the Project.

At such public hearing a more detailed description of the nature of the Project and the proposed plan of financing will be presented.  The purpose of this hearing is to approve the issuance of the Obligations and the undertaking of the Project.  Any and all persons in attendance will be afforded an opportunity to comment upon the proposed Project.

The public hearing is being held on behalf of the City of Lancaster, the Township of Earl, and the Borough of New Holland, all in Lancaster County, Pennsylvania, the elected governmental units who must approve the Project and the issuance of such Obligations in accordance with requirements of Section 147 of the Code.
