Every property in Lancaster County will receive a new assessment. An assessment is an estimate of what your property would sell for on the open market (fair market value).
The Lancaster County government is responsible for completing the reassessment. While municipalities and school districts set their own tax rates (millage rates), the County government is responsible for determining property assessments.
A reassessment updates property values so they reflect current market conditions. This helps make sure property taxes are shared fairly among property owners.
Pennsylvania counties use a “base year” system to determine assessed values. Lancaster County’s current base year is 2018. The new base year will be 2027. In 1997, Lancaster County adopted a schedule to complete a reassessment every eight years. The last reassessment took effect on January 1, 2018. The reassessment that was originally planned for 2025 was delayed by two years and will now take effect in 2027.
Not necessarily. Even if your property’s assessment increases, local taxing authorities must adjust their tax rates to remain revenue neutral. As a result, some property owners may pay less in taxes, some may pay about the same, and others may pay more.
You have the right to appeal your assessment. Appeals must be filed within 40 days of the mailing date shown on your reassessment notice.
