Step by Step Setup Instructions

Step 1 – Create a Citizen Self Service Account

Citizen Self Service is your portal to City of Lancaster utility and real estate tax billing. Click here to access Citizen Self Service.

Step 2 – Link Utility Bill to Citizen Self Service Account

You must link your utility bill to your Citizen Self Service account to be able to view and pay your bill online. This is a one-time process; it does not need to be repeated each time you view/pay your bill.

Step 3 – Sign Up for Email Utility Bill Delivery (Optional)

This step is optional. However, paperless billing does save resources, lower costs, and reduce our impact on the environment.
